Rates divide average monthly hires or exits by average establishment employment during each quarter. Pre-2006 samples cover larger private establishments; public sector inclusion begins in 2006 per official notes.

Source: Labour Market Survey, Manpower Research & Statistics Department, MOM The average monthly recruitment/resignation rate during a quarter is defined as the average number of persons recruited/resigned in a month during the quarter divided by the average number of employees in the establishment. Annual figures are the simple averages of the quarterly figures. Before 2006, the Labour Market Survey covers private sector establishments each with at least 25 employees. From 2006 onwards, the survey also covers the public sector. Data are rounded to one decimal place.
