Official description
Figures for the latest financial year are budgeted establishments, while that of the previous year are revised establishments. Earlier figures are actual headcounts. Establishments reflect the number of officers that ministries can hire, but are not reflective of actual headcount, as establishments may not be filled by ministries even though they may be kept in anticipation of a future need.
