Ministry of Manpower Labour Market Survey series on short work-week arrangements and temporary lay-offs by industry and occupational group in Singapore, with annual figures averaged from quarterly estimates from 1998 through 2022. The collection documents methodology changes in 2006 when public sector coverage expanded. Labour economists can study cyclical employment adjustments and underemployment indicators in Singapore workplaces.

Source: Labour Market Survey, Manpower Research & Statistics Department, MOM Short Work-Week are employees whose normal number of working days per week has been temporarily reduced due to lack of work, at any time during the reference period. Temporary Lay-Offs are employees whose services are suspended temporarily due to lack of work, at any time during the reference period. They may or may not have been paid during this period. Before 2006, the Labour Market Survey covers private sector establishments each with at least 25 employees. From 2006 onwards, the survey also covers the public sector. Data are rounded to the nearest 10. Hence, they may not add up to the total. Annual figure is the simple average of the quarterly figures.
