Ministry of Manpower (MOM) Labour Market Survey open data reports quarterly counts of employees on short work-week arrangements or temporary lay-offs by industry and occupational group. Definitions distinguish reduced working days versus suspended service during slack demand periods. Labour economists studying cyclical adjustments in Singapore’s job market can compare private and public sector coverage from 2006 onward. Figures are rounded to the nearest ten, so components may not sum to totals in the published tables.

Source: Labour Market Survey, Manpower Research & Statistics Department, MOM Short Work-Week are employees whose normal number of working days per week has been temporarily reduced due to lack of work, at any time during the reference period. Temporary Lay-Offs are employees whose services are suspended temporarily due to lack of work, at any time during the reference period. They may or may not have been paid during this period. Before 2006, the Labour Market Survey covers private sector establishments each with at least 25 employees. From 2006 onwards, the survey also covers the public sector. Data are rounded to the nearest 10. Hence, they may not add up to the total.
