Its current name is taken from Captain James Pearl, owner and commander of the Indiana, the ship in which Raffles sailed from Penang in January 1819 on the expedition that culminated in the founding of Singapore. Said to be the largest and best-preserved Japanese cemetery in Southeast Asia, the site measures 30,000 sq m and has an estimated 910 tombstones. Those interred here include Japanese businessmen, professionals, tradesmen and prostitutes in Singapore, as well as a number of war dead from World War II. The cemetery was closed to burials in 1973 and declared a memorial park in 1987. The Civilian War Memorial is a monument that commemorates those who died during the Japanese occupation of Singapore from February 1942 to September 1945. It was unveiled on 15 February 1967, 25 years after the fall of Singapore. It was redesigned from one that was intended to commemorate the Sook Ching victims and the Chinese community to a memorial that honoured all the victims of the atrocities suffered during the Japanese occupation regardless of ethnicity. The barracks served the British garrison infantry battalion until the fall of Singapore in 1942. After the war, it was home to the General Headquarters of the Far East Land Forces until the withdrawal of British troops in 1971. From 1972 to 1989, the site became the headquarters of the Ministry of Defence and the Central Manpower Base. In 2001, the Ministry of Foreign Affairs (MFA) moved into the main building of the barracks. The area has since been redeveloped into Tanglin Village – a commercial cluster that focuses on lifestyle, education services and the arts. It began as the headquarters of the Singapore Volunteer Corps (SVC) in the 1930s, and later doubled up as the headquarters of the Singapore Military Forces (SMF), which was set up in 1954. After Singapore became an independent nation, some of the country's first military units were based here. The camp was closed in 2000, and its three buildings (blocks 1, 9 and 14) were gazetted for conservation in 2002.
