However, it was eventually scrapped since the government was more concerned with instilling strong moral ideals rather than offering theoretical lessons in civics and democratic values. Another reason for the programme’s failure was the fact that EFL lessons were used to teach Chinese — since the booklets and the accompanying teachers’ manuals were published in Chinese.
