Proportion of Establishments That Provided Non-Statutory Leave by Type

Ministry of Manpower (MOM) measures the proportion of establishments providing non-statutory leave types through the Conditions of Employment Survey. Statistics cover private establishments with at least 25 employees and the public sector, focusing on permanent staff and long-term contract employees. HR policy researchers can study biennial trends including family care leave collected since 2018. This MOM collection supports Singapore open-data access to employer leave provision benchmarks.

Source: Conditions of Employment Survey, Manpower Research & Statistics Department, MOM Data pertain to private sector establishments each with at least 25 employees and the public sector. Data pertain to permanent employees and employees on term contract of at least one year. Family Care Leave was collected from 2018 onwards. Prior to that, it was termed ‘Parental Care/Sick Leave’, which is not reported here. *Family Care Leave is inclusive of Parental Care/Sick Leave in 2018, 2020 and 2022. Data is available biennially.
