Because it marks blocks still being built rather than completed ones, the layer gives a forward-looking view of where new public housing supply is coming on stream — useful for tracking Build-To-Order project progress, anticipating population growth in a precinct, and planning schools, transport, and amenities around it. GIS users overlay it with existing HDB blocks, Master Plan zoning, and MRT lines, or use it to flag construction activity near a site of interest.
