Blocks reach this state ahead of demolition, redevelopment, or upgrading under programmes such as the Selective En bloc Redevelopment Scheme, so the layer shows where public housing stock is leaving service. Planners and researchers use it to trace estate renewal, exclude decommissioned blocks from address and population datasets, and study land being freed for future development.
