Description
Ministry of Manpower Level 1 industry CSV on the share of Singapore establishments offering non-scheduled flexible work arrangements from 2010 through 2025, including at least one arrangement, unplanned time-off, and non-scheduled tele-working. Covers private establishments with at least 25 employees and the public sector. HR analysts compare informal FWA provision across broad industries.

Source: Conditions of Employment Survey, Manpower Research and Statistics Department, MOM Notes: (1) For the years in which the Conditions of Employment Survey (i.e., 2011, 2013, 2015, 2017, 2019, 2021, 2023 and 2025) was not conducted, data on flexible work arrangements are obtained from a MOM Supplementary Survey. (2) Data pertain to private sector establishments each with at least 25 employees and the public sector. (3) Data pertain to permanent employees and employees on term contract of at least one year. (4) Figures refer to establishments offering the respective types of non-scheduled flexible work arrangements as a proportion of all establishments. (5) 'At Least One' refers to establishments offering at least one type of non-scheduled flexible work arrangement. (6) 'Scheduled Tele-working' and 'Non-scheduled Tele-working' are collected separately from 2011 onwards. (7) Establishments can offer more than one type of non-scheduled flexible work arrangement. (8) 'n.a.': Data were not collected for the year.
